Surface Marshal Vatoki was a male passenger aboard the luxury liner Kuari Princess when it was attacked by the Riders of the Maelstrom. He was a former officer in the Imperial Army, but was exasperated by Imperial High Command's seemingly inadequate response to the threat posed by the Alliance to Restore the Republic.
