Although this article is based on official information from the Star Wars Legends continuity, the actual name of this subject is pure conjecture.

A commander was stationed on Dantooine Base. Anyone who held the Intergalactic Passport and were to travel through certain areas of the known galaxy that were directly controlled by the Galactic Emperor were required to register their location to this commander before departure, as well as maintain regular contact throughout the voyage using established communication codes, as not even the Imperial Senate could guarantee clearance through these areas.
