A bureaucrat served the Galactic Empire during the Galactic Civil War, stationed on a planet with strict weapons control. The bureaucrat asked the smuggler, Roark Garnet, if he had a permit for his sidearm while on the planet. Garnet was unaware of the need for one, and inquired how to obtain one.[1]
