Tribunal of the Black Bha'lir Society

The Tribunal of the Black Bha'lir Society was the ruling inner circle of the Black Bha'lir. Consisting of three members voted into the position by silent ballot, the Tribunal is called upon to make decisions for the Black Bha'lir and to settle disputes between members. Appointments to the Tribunal were a lifetime position, and their identities were a closely guarded secret. Only those members that reached the rank of Old Guard could be considered for the a position on the Tribunal. Only one member of the Tribunal was ever removed from the body for their transgressions, but their name and deeds were erased from the records.
