Tobba was a Hutt who operated on the fringes of the Si'Klaata Cluster during the Galactic Civil War. Based on a massive Hutt ship, Y'Tobba, he owned Krayt dragons that he brought to his ship from Tatooine trying to impress Jabba the Hutt.
