Redesign was an Imperial procedure that would surgically remove the parts of the brain responsible for pity and other "weak" emotions. The process was used on pacifist species to make them more aggressive, turning them into brutal savages to serve the New Order. It had also been used previously on Dengar to make him an Imperial assassin, explaining his animus for it further.
COMPNOR was responsible for the "processional orientation experiments" on planets such as Aruza. It was here that the bounty hunter Dengar saved Manaroo from the operation, which he received at a younger age.
