Praefect

Praefects were the heads of the fourteen sects of the Ulizra, the state-wide religion practiced by the members of the Nazzri species. The praefects were part of the oligarchical theocracy that ruled the Nazzri, along with the king. Their powers included presenting potential laws and calling for votes on them, amendments to an individual's rights as given to them by the state, and enforcing the isolationist policy of the Nazzri.
