The Imperial Research Center on the planet Sedesia was responsible for keeping the population under control by manufacturing FNA-23-B, an inoculation that kept the Sedesians "safe" from the Gray Death. Imperial Doctor Fesjo Negleem ran the facility, which had previously been a veterinarian's.
