The House of Citizens was the planetary government that ruled Corulag. It was elected by the populace and during the Galactic Civil War period presided over by the Imperial Governor Zafiel Snopps.
There were a number of political parties that were represented in the House of Citizens but all were firmly loyal to the Empire.
