Horch was a male crime lord who was the leader of the Kheedar Ring, on the planet Kheedar. When the planet was attacked by the Galactic Empire, his palace was targeted due to the presence of laser emplacements.

Noval Garaint, the bounty hunter, attacked his palace soon afterward. The Crime Lord was swiftly apprehended along with all of his lieutenants. Horch of Kheedar was then propped up by Noval Garaint as a figurehead for the crime syndicate that he'd formerly controlled.

By the time of the Galactic Civil War's height, Horch had voluntarily ceded all of his power and control and was merely a pawn for Noval Garaint. He spent all of his time getting drunk on spice liquor rather than running his empire.
