Galactic Caucus

The Galactic Caucus was organized by the Alliance of Free Planets. The fledging Alliance invited representatives of free governments to potentially join them. Warlord Zsinj sent diplomats from worlds under his control, who reported that their area of space was free from Imperial rule, but whose inhabitants wanted to remain apart from the new galactic government.
