The Nuiwit people of Altor 14 were governed by several co-operating Councils of Elders. The name was somewhat inaccurate, as age was not the primary qualification for membership. True to the pacifist, non-confrontational nature of the Nuiwit people, the Councils of Elders reached decisions via consensus.
