Chelo was an Imperial senator who represented the planet Gerrard V in 0 BBY. Following a rebel uprising on the planet that had to be put down by elements of the Imperial Navy, Chelo and Governor Dannal were ordered to report to Emperor Palpatine to explain why they failed to prevent the spread of rebellion on Gerrard V.
