Walt Brennorn

Walt Brennorn was a moisture farmer on Tatooine following the Battle of Endor. Aligned with a crime lord who rose in the wake of Jabba the Hutt's death, Brennorn staged Tusken Raider attacks on neighboring moisture farm. Brennorn then announced he would establish a militia to protect them from attacks, as long as the farms paid dues of four hundred credits.
