Rhain Towith

Rhain Towith was an Imperial Moff who governed the Kadok Regions during the New Order. Although Towith was officially on good terms with Guiteica, the Moff was at a loss as to how they could bring the native Bitthævrians, and especially the m'Yalfor'ac Order, under Imperial control.
