Under Section 2127 of the Imperial Penal Code, Imperial Assassins were required to notify their target that they had been hired to conduct a legal assassination in order to atone for crimes against Humanity committed by that party. The code then required the assassin to provide the victim a weapon, since they had the legal right to defend themselves, and wait three minutes before attempting to kill them, as they had to be given an opportunity to escape.
Dengar, also known as "Payback", followed this code.
