Project Decoy was a top-secret project attempted in 5 ABY. It was assigned to Fandar and Fugo by the Defense Research and Planetary Assistance Center and planned to create Human replica droids for the Rebel Alliance. To the disappointment of the Rebellion, they lacked adequate funds to get a full rollout. The first droid created by the project was in the form of Leia Organa.

The Alliance planned on making perfect replicas of Imperial officials and replacing them with the HRDs; however, they lacked sufficient funds to complete their design. Project Decoy was later fished sometime after the Battle of Endor.[1]
